Endowment Care

Elsinore Valley Cemetery is an endowment care cemetery. The endowment care trust fund is designed to ensure that income will always be available for the continued maintenance and upkeep of the cemetery, even when all the interment spaces are sold. Elsinore Valley Cemetery is not permitted to withdraw the principal of the endowment care trust fund, but receives the income earned by the principal to offset maintenance expenses.

Independent Special District

Elsinore Valley Cemetery District is an Independent Special District. Independent Special Districts are sanctioned under California law for the performance of local governmental functions within specified boundaries. Special Districts are independently audited annually and are subject to state and public scrutiny like other forms of local government. According to the state legislative analyst office, Independent Special Districts have consistently shown the slowest rate of spreading growth for local governments. Districts are governed by Boards of Directors or Trustees either elected or appointed for fixed terms and are directly accountable to the public they serve. Here at Elsinore Valley Cemetery District the Board of Directors are appointed to a four-year term by the County Board of Supervisors. Currently we have a five-member Board of Trustees. The Trustees are members of the community and each Trustee lives within our District boundaries.
